Meet Our Staff

Jordan Loran, P.E., Director and Procurement Officer:  Jordan has 24 years of experience with DNR starting with the Non-structural Shore Erosion Control Program and moving into the E&C Unit in 1995.  Since 1991 Jordan has managed the Ocean City Beach Replenishment Program.  Phone:  410-260-8907.

Deborah Holt, Chief, Administration:  Debbie has 32 years with DNR, working with Parks for much of that time and the last 15 years with E&C.  Debbie manages our many special funds and administrative staff.  Phone:  410-260-8924.

Harvey Bryant, Chief Engineer Services:  Harvey supervises the Critical Maintenance Program and our engineering staff.  Harvey has 29 years experience with DNR.  Phone 410-260-8911.

Ron Rafter, Chief, In-House Construction:  Ron supervises our marine and land based construction crews.  Undertaking projects as diverse as building piers and bulkheads to office buildings and bathhouses.  Ron has worked with DNR since 1984.  Phone 410-643-8238.

Tom Chesser, Chief, Technical Services:  Tom came to DNR from the private surveying sector and has been with DNR since 1988.  Our technical crews undertake hydrographic and topographic surveys and prepare drawings for waterway, capital development, and critical maintenance projects.  Phone:  410-228-8605.
