A recognized expert in Chesapeake Bay restoration, management and policy issues,
Frank has more than 29 years experience in natural resources management.
Since 1991 Frank has held several senior positions at DNR, including Assistant Secretary for Aquatic Resources, Director of the Watershed Services Center, Director of Watershed Restoration, Chief of Tidal Wetlands, Chair of Anacostia Watershed Restoration Steering Committee and Chair of the Chesapeake Bay Living Resources Subcommittee.
Frank holds a Masters of Science Degree in Resource Management and Policy from the State University of New York, and a Bachelors Degree in Agricultural Science, from the University of Delaware.
Frank lives in Arnold with his wife and three children.
